The Client’s Responsibilities

The building owner is the person or company that commissions construction or civil engineering work. Under the Work Environment Act, the building owner bears ultimate responsibility for the work environment during the construction phase. The building owner’s responsibilities include:

  • Preventing health problems and accidents in the workplace

  • Creating the conditions for a safe work environment as early as the planning stage

  • Taking an active role in workplace safety and health issues throughout the project

  • Appointing a Bas-P and a Bas-U

  • Retaining so-called “backup” responsibility for the tasks delegated to the Bas-P and Bas-U

Bas-P – Construction Site Health and Safety Coordinator for the Design Phase

Bas-P is responsible for health and safety efforts during the design and planning phase. There may be only one Bas-P per project, and their responsibilities include:

  • Develop a health and safety plan before construction begins

  • Monitor the designers’ work on risk prevention measures

  • Provide feedback to the project owner in the event of serious risks

The Bas-P may be a natural or legal person and is appointed by the project owner or a contractor.

Bas-U – Construction Site Safety Coordinator for Execution

Bas-U takes over when construction begins and is responsible for:

  • Monitoring and updating the health and safety plan throughout the construction period

  • Coordinating the contractors’ health and safety efforts

  • Ensuring that work methods and risk assessments comply with health and safety regulations

If Bas-U’s duties are not performed correctly, the building owner may be liable to pay penalty fees
