Arbetsmiljöverket (The Swedish Work Environment Authority) recommends that Construction Work Environment Coordinators complete a refresher course every five years to stay up to date with new laws and regulations.

Do I need certification to work as Bas-P or Bas-U?

Certification as Bas-P or Bas-U is not a legal requirement, but many clients demand documented proof of your competence. Certification is also a competitive advantage and clear evidence that you meet the requirements set by the Swedish Work Environment Authority.

When are Bas-P and Bas-U required on a construction project?

Bas-P and Bas-U are required for all construction and civil engineering projects where work environment risks may arise — for example, during decontamination, maintenance, renovation, demolition, and new construction.

The client (byggherren) is responsible for appointing these roles within the project.

Who is responsible for what in a construction project?

The Client’s responsibilities

The client is the person or organisation that commissions building or civil engineering works. Under the Work Environment Act, the client has the overall responsibility for the work environment during the construction phase.

The client’s responsibility includes the duty to:

  • Prevent ill health and accidents at the workplace
  • Create the right conditions for a safe work environment already at the planning stage
  • Take an active role in work environment matters throughout the entire project
  • Appoint a Building Work Environment Coordinator for the planning and design phase (BAS‑P)
  • Appoint a Building Work Environment Coordinator for the construction phase (BAS‑U)
  • Retain a residual (“back‑up”) responsibility for the tasks delegated to BAS‑P and BAS‑U

Even if the client appoints coordinators, the client cannot fully transfer responsibility and must ensure that coordination is functioning as intended.

BAS‑P – Construction Work Environment Coordinator for the planning and design phase

BAS‑P is responsible for work environment coordination during the planning and design phase of the project. There may only be one BAS‑P per project.

BAS‑P shall, among other things:

  • Prepare a work environment plan before construction work begins
  • Coordinate designers’ work to eliminate or reduce risks
  • Follow up that risk‑preventive measures are integrated into the design
  • Inform the client if serious risks are identified

BAS‑P may be either a natural or a legal person and is appointed by the client or, in some cases, by a party acting on behalf of the client.

BAS‑U – Construction Work Environment Coordinator for the construction phase

BAS‑U is responsible for work environment coordination during the construction (execution) phase, starting when construction work begins.

BAS‑U shall, among other things:

  • Ensure that the work environment plan is followed and updated as necessary
  • Coordinate the contractors’ work environment activities
  • Ensure that work methods, risk assessments, and protective measures comply with work environment regulations

If BAS‑U fails to perform these duties properly, the client may be liable for administrative penalty fees, even though the tasks have been delegated.
